A study of the IH-30 Corridor within the Garland city limits was completed in 2017. Freese and Nichols, Inc. (FNI), the consulting firm hired by the City, conducted the study. The study continued the implementation of Envision Garland (PDF), the City’s Comprehensive Plan. The area studied (PDF) was generally bound by Rowlett Road, Bobtown Road, and Waterhouse Boulevard to the north, Guthrie Road, Locust Grove Road, and Lake Hubbard Parkway to the south, and the city limits to the east and west surrounding the IH-30 corridor.
The study was presented to the City Council for review and adoption as a catalyst area plan in the Summer of 2017. It was officially adopted in July 2017. The link to the adopted plan can be found here: IH-30 Catalyst Area Plan (PDF).
Target Investment Areas
There are three Target Investment Areas (TIA) associated with this Plan. They are located at the following intersections:
- IH-30 and Broadway Boulevard TIA
- IH-30 and Rosehill Road TIA
- Harbor Point TIA
The consultant provided a concept plan for each TIA to provide a vision as to what is possible for each location based on the market analysis performed with the study. These concepts will be the impetus to guide future developments with each TIA. Also incorporated within the plan are tools recommended to help spur development in each of these areas.
